Applicant applied unsuccessfully to the Cape High Court to re-open proceedings in the Regional Court; High Court dismissed the application. An application for leave to appeal against the High Court decision was dismissed by the Supreme Court of Appeal. Applicant now applies for direct access to the Constitutional Court for the grant of bail.

Application for special leave to appeal directly to this court. Court held that it was not in the interest of justice to grant the application for direct access and the application was dismissed.
