Synopsis:
Application for direct access seeking an interim interdict restraining the Respondents from continuing with a process to award a contract for a central electronic monitoring system in KwaZulu Natal. Section 13(1) of the National Gambling Act 33 of 1996 requires gambling machines to be linked to a central electronic monitoring system. Direct access denied, by Du Plessis AJ for unanimous Court, parties had not complied with their constitutional obligation of cooperative government under s 41 of the Constitution.
